I recently returned from a tour in Afghanistan with the Indiana Army National Guard, what a great experience! I got to be the Land Manager. “What the heck is a Land Manager?”, you ask; and “what does that have to do with a new accounting firm in Central Indiana?” Well, as the Land Manager for Bagram Airfield, I evaluated customer’s requests for land space on the base for construction projects and assisted them in preparing their request to go to an approval board. I was the Vice Chairman for that board, made up of key leaders on the base. We evaluated each request and recommended approval or disapproval to the Chairman, who was the final approving authority. Ok, well, we’re talking about a major base (over 3,400 acres) where about 95% of the space was already taken or allocated. Given that there were more people who wanted the remaining space than there was space available, that made my job rather intense. I learned real quick how to prioritize requests that were most important to the mission of the base. ”Where does the accounting come in here?” Documentation of land requests had gotten fairly . . . lax. You see, an approved land request
was like a building permit back here in the states. We needed to be able to pull the request and go see if the customer was building what the board had approved them for. So we tightened up the process; we started requiring good sketches and descriptions of work so we could do enforcement. We also, started rejecting non-mission essential requests. In the midst of all this good change, we had a surge of troops (and civilians) flooding our base. Guess what they needed? Space! Doggedly managing what we had, enabled us to successfully handle the surge.
